On December 19, 2025, the U.S. DOJ began the release of documents known as the Epstein Files.
The Epstein Files contain records regarding information about a Biofuel Company seized by the FBI during the RICO investigation of the now infamous disbarred and imprisoned Attorney Scott W. Rothstein, who, at one point in time, had been sued by Jeffrey Epstein in matters that involved an “extensive in-house private investigative team, including former F.B.I. and C.I.A. agents whose singular task was to obtain compromising evidence against high-profile putative defendants”.
The newly released information by the DOJ in the Epstein files traces back to evidence that the DOJ/FBI possessed since 2009.
On July 6, 2009, Timothy Charles Holmseth, an award-winning news reporter (who in 2009 resided in East Grand Forks, Minnesota) contacted the FBI to alert federal law enforcement that a fraudulent Photoshopped image of a missing child from Florida named HaLeigh Cummings was being used on a website to generate donations and harvest investigation tips outside of law enforcement.
In addition to the Photoshopped image, Holmseth provided other evidence and information to the FBI regarding a multitude of relevant investigative areas and was interviewed by FBI agent A.J. Eilerman in 2010.
THE HALEIGH CUMMINGS KIDNAPPING
On February 10, 2009, HaLeigh Cummings, 5, was reported missing from her bed in Satsuma, Florida.
Despite a massive search and nationwide Amber Alert, she was never seen again.
Shortly after HaLeigh vanished, a team comprised of attorney(s), a convicted felon named Michael Picazio, a private investigator/bounty hunter/bail bondsman named William E. Staubs (aka Cobra), CNN journalist Art Harris, victims advocate Wayanne Kruger, legal assistant Donald Knop, events planner Jeremiah Regan, blogger Levi Page, fake newsman and law enforcement impersonator William Kevin Murtaugh (aka Murt), and an FBI agent named John Regan (who turned out to be one-and-the-same as FBI agent Bob Hamer) interjected themselves into the child kidnapping case which was being covered almost daily by Nancy Grace.
ALTERNATIVE BIOFUELS TECHNOLOGIES INC.
In 2009 William E. Staubs (aka Cobra the Bounty Hunter) was arrested by the Putnam County Sheriff’s Office in Florida for kidnapping after Staubs and a group tied to the CIA and FBI attempted to frame a man named Daniel Snodgrass for the kidnapping of HaLeigh Cummings. The arrest of Staubs caused a civil war between the members of the CIA-FBI group – and caused Staubs to start revealing secrets about the group and telling where their funding was coming from.
Staubs told news reporter Jessica Clark at First Coast News that he was being funded by a “drug dealer from Miami”.
However – Holmseth learned much more from Staubs.
One item of inside information Staubs obtained was a recorded telephone call regarding a company and “lawyers”. The recording contained voices that included the voice of Jeremiah Regan wherein “one hundred and fifty grand” and “$231 Million” that had been “promised” was discussed.
Staubs elaborated on the recorded telephone call during an interview with Holmseth. “Let me tell you what the secret behind all this is brother. An oil company – a huge ass profitable [biofuel company]” and a law firm called “Rothstein”.
KIDNAPPING INC.
William Staubs explained to Holmseth that an attorney told him the HaLeigh Cummings kidnapping case was just the beginning and there were 10 more lined up just like it. Staubs told Holmseth he was going to be the Chief Investigator.
Holmseth quickly realized this was organized kidnapping.
On May 13, 2009, HALEIGH BUG FOUNDATION INC was filed and appears on the Florida Division of Corporations website. The team behind the HALEIGH BUG FOUNDATION INC opened what they called the HaLeigh Bug Center and created an online presence with a website called www.haleighbug.com.
On the homepage of the website, which was created by IBI Designs, Boca Raton, Florida (using photos IBI received via email), a FAKE photograph appeared that was created using Photoshop. The photo created the false appearance that HaLeigh’s mother, Crystal Sheffield, was holding her daughter HaLeigh and little son lovingly (in reality Sheffield was a drug addict with no such photos).
On June 17, 2009, Holmseth spoke with Ed Butera, IBI Designs, Boca Raton, Florida. Butera said he created the website for free at the request of an attorney who was going to be appearing on Nancy Grace which, Butera said, might be good promotion for his company because he thought it was for a good cause. Butera sent Holmseth the original emails of the photos that IBI Designs used and noted he did not touch-up or alter anything. IBI Designs published what they received.
Holmseth subsequently learned from Staubs (Note: Staubs also told Holmseth he met in private with Florida AG Pam Bondi) that Michael Picazio, a convicted felon, told him, as well as Maria Burgun, that he was going to shoot “Timothy Holmseth” through the door of Holmseth’s Minnesota home with a Mini-14 rifle that Picazio was illegally keeping at his home.
Holmseth was worried that Michael Picazio may kill him, hire a contract killer to assassinate him, or worse, one of Holmseth’s minor children, and set out to request a protection order from the court in Polk County, Minnesota.
Holmseth acquired a recording of that call.
Holmseth learned during that call that Maria Burgun had information contained in a folder on her computer that pertained to ALTERNATIVE BIOFUEL TECHNOLOGIES INC, a company of which her husband John Burgun was the President. Michael J. Picazio was named as a Director.
Holmseth also learned during that call that Ed Butera at IBI Designs (who created the HaLeigh Bug website) was also scheduled to create a website for ALTERNATIVE BIFUEL TECHNOLOGIES INC (ABT).
Holmseth realized all the players were connected to the HaLeigh Cummings kidnapping and the Rothstein-Epstein case.
Holmseth was told by Staubs that the “one-hundred and fifty grand” Jeremiah Regan was discussing on the telephone in the recorded call came from John and Maria Burgun who were funding ALTERNATIVE BIOFUELS TECHNOLOGIES INC.
Holmseth was told the “$231 Million” referenced during the call was coming as the result of very high level contacts that attended an investors party that included Arizona Representative John McCain, Florida Governor Charlie Crist, and others.
“[my aunt] called and she said hey, I heard on CNN – whatever show she is watching – Larry King live or whatever about the doctored photo – and I said what? Well I had already known that Mike (Picazio) told me number one, he set up the Foundation, that’s number one, you know the website with the same people that were going to do the ABT (Alternative Biofuels Technologies Inc) the Ed guy (Ed Butera) IBT or whatever it was – I have it here under ABT saved,” Maria Burgun said.
Maria Burgun said “Donna Wagoner” of Xentel Inc helped with the Photoshopped image of HaLeigh.
During the call Maria Burgun said Michael Picazio told her he was going to shoot Timothy Holmseth.
